XX 縣的燃?xì)饽壳皟H以液化氣供應(yīng)為主, 尚無(wú)管道天然氣供應(yīng)。使用清潔的天然氣作為城市燃?xì)獾闹鲗?dǎo)氣源, 改變現(xiàn)有城市能源結(jié)構(gòu), 并廣泛應(yīng)用在居民生活、 商業(yè)餐飲業(yè)、 并適當(dāng)發(fā)展企事業(yè)單位的采暖、 空調(diào), 以及部分大型工業(yè)企業(yè)的加熱燃料等許多方面已經(jīng)迫在眉睫; 隨著能源結(jié)構(gòu)調(diào)整, 對(duì)使用天然氣的要求將日益增長(zhǎng)。
因此工程的實(shí)施將極大地改善 XX 縣的投資及生活環(huán)境, 促進(jìn)**地區(qū)國(guó)民經(jīng)濟(jì)的發(fā)展, 提高人民群眾生活水平。
一、 此報(bào)告對(duì)該工程進(jìn)行了綜合的技術(shù)論證, 結(jié)果表明, 本項(xiàng)目建設(shè)是可行的。
二、 由于目前 XX 縣及其周邊地區(qū)部分企事業(yè)單位主要燃料是液化氣和煤, 與天然氣比較, 煤價(jià)相當(dāng)?shù)汀?因此, 燃煤用戶能否在現(xiàn)行稅收、 環(huán)保政策及市場(chǎng)情況下轉(zhuǎn)化為天然氣用戶, 承受比燃煤高得多的生產(chǎn)經(jīng)營(yíng)成本, 應(yīng)該經(jīng)過(guò)充分的市場(chǎng)調(diào)研來(lái)決定。
三、 為保證工程的設(shè)計(jì)和施工計(jì)劃如期完成, 有如下方面的問(wèn)題,需有關(guān)主管部門予以協(xié)調(diào)落實(shí):
1、 高壓管道、 城區(qū)中壓管線涉及路由問(wèn)題應(yīng)與城市規(guī)劃部門聯(lián)系落實(shí)。
2、 甲方應(yīng)與城市規(guī)劃部門聯(lián)系落實(shí)場(chǎng)站具體坐落地點(diǎn), 并盡快辦理相應(yīng)征地手續(xù)。
